KCA grouping

Mostly no, in this case. The Apache on the KCA reservation are the Plains Apache (Kiowa Apache, now the Apache Tribe of Oklahoma), Athabaskan speakers who had lived as a component band of the Kiowa camp circle since at least the 1700s, not the Lipan and Jicarilla the Comanche spent a century driving off the plains. The Comanche and Kiowa had been enemies until roughly 1790, then made peace and became the tightest alliance on the southern plains until 1875, raiding into Texas and Mexico together and fighting the Red River War side by side, so at Medicine Lodge in 1867 the three were an existing bloc and the treaty ratified an alliance rather than inventing one.

The broader instinct is right though. The reservation and prison systems did routinely force enemies together, including Chiricahua and their own Apache scouts in the same Florida forts, and the KCA just happens to be the case where the grouping tracked a real coalition.
